Abstract

Europe’s SESAR Program develops a wide range of solutions to increase the future performance of the Air Traffic System, covering vehicle and infrastructure aspects. At Airport Level, the Airport Operations Center (APOC) is expected to provide the ultimate platform to pursue the Total Airport Management (TAM) Collaborative Decision Making Process to jointly define the Airport’s Operational Strategy. At the end of SESAR, a series of Validation Exercises will assess the benefit of the industrial solution prototypes. It is assumed that an APOC provides the most benefit in adverse weather conditions, by providing a communication platform and increasing mutual and common situational awareness. Adverse weather conditions still remain the exception for the majority of airports in Europe. Consequently, the assessment of APOC benefits in a live Airport Environment is rather limited and affected by chance: the applications have to be (costly) implemented and then the “right” weather and traffic situations have to occur. The execution in a high fidelity artificial airport environment is more reliable and less costly. DLR’s Airport Control Center Simulator (ACCES) provides realistic Airport Process Data by its combined simulators, addressing airport airside and landside processes, en-route and ground movements, A-CDM procedures and Turnaround processes. Any weather and traffic situation can be combined and repeatedly used for a scientific and reliable assessment.
