Abstract

This paper aims to introduces a novel workload model designed for general application in Flight Centric ATC areas. The model is adaptable to serve both workload prediction and aircraft-to-controller allocation as part of the allocation system. The primary objective of this model is to establish a foundation for various allocation strategies, which not only ensure an equal distribution of workload among individual controllers but also introduce further simplifications of complexity for each controller. These may include allocation based on clusters, traffic flows, or the aircraft's onboard equipment level. To achieve this, the workload model of Oktal & Yamal, as well as the modified workload model by Névir, are taken as a basis. These are subsequently modified to consider all subgroups of workload that arise in the regular performance of air traffic controller tasks within a Flight Centric ATC airspace.
