Kurzfassung
The idea of Total Airport Management (TAM) as a method for reliably im-proving airport operations has been introduced in 2006 by the German Aerospace Center to-gether with Eurocontrol and it has since been picked up by both research and industry. The paper presents our advanced approach of Performance Based Airport Management (PBAM), developed by combining the existing concepts of TAM and Performance Based Management (PBM). The main characteristic of PBAM is its specific focus on collaborative management according to Key Performance Indicators (KPI) targeting economic, ecologic, safety, capacity and social demands. We demonstrate the adaptation of PBM from a single company application to a multi stake-holder environment in the airport context, including relevant planning cycles (long, medium, short term), specific target definition as well as control, prediction and analysis, plus the de-riving of necessary actions for ongoing operational airport processes. On the basis of the KPI “Punctuality” we exemplarily illustrate the specific working principle and show the assumed operational assets of PBAM. In addition, we present an overall estimation of the potential of the PBAM concept.
