Abstract

The article characterizes the adaptation efforts in the cities of Sao Paulo and Santiago de Chile with respect to actors, prorities and approaches. It derives particular implementation challenges. It shows that the studied approaches have distinct advantages and constraints. The research is based on a review of official documents, expert interviews, literature reviews and analysis of statistical data.
