Abstract

Today, there are still existing a lot of differences between Transport- and Land Use (Town-) Planning concerning a close collaboration. Indeed, such a cooperation seems essential against the background of a “Europe of the regions”. A potential method of resolution will be the development of integrated instruments which includes the interactions of Transport- and Land Use planning. <br/> The priority objective of the joint research project ILUMASS (Integrated Land-Use Modelling and Transportation System Simulation) is the development of an innovative tool to design and improve a long-term-strategy for cities and traffic routes. On the basis of an systemic and integrated view a microscopic-dynamic Transport- and Land Use–planning instrument will be designed for the simulation of complex scenarios. The enhancement in this approach is a continuous microscopic transformation of the parameters - Land Use-Organisation - Traffic demand (empiric as well as on the basis of simulated actors) - Simulation of traffic sequences - Traffic impacts (with effects for cities and the environment). The key note is an integrated contemplation of mobility, transport system and patterns of utilization of cities and their surrounding regions. Methodically, a dynamic overall view of these complex systems will result by - a microscopic-dynamic simulation of traffic flow connected with an estimation respective appraisal of environmental impacts, - a microscopic simulation of Land Use, - a microscopic simulation of actors and their scheduled mobility.<br/> The conclusion is a comprehensive model system incorporating both changes of land use and the resulting changes in transport demand. The land use model therefore works with synthetic micro data which can be retrieved from generally accessible public data.<br/> Study region for tests and first applications of the model is the urban region of Dortmund. After its completion the integrated model is to be used for assessing the impacts of potential transport and land use policies for the new land use plan of the city of Dortmund.<br/> ILUMASS is a joint research project of institutes of the universities of Aachen (Department of Urban and Transport Planning), Bamberg (Institute of Theoretical Psychology), Dortmund (Institute of Spatial Planning), Cologne (Centre of Applied Informatics) and Wuppertal (Institute of Urban Studies and Sustainable Infrastructure Planning) under the co-ordination of the Institute of Transport Research of the German Aerospace Centre (DLR).
