Psychological Evaluation of Pilots: The Present Status of European Regulations and Arguments for their Application

Abstract

Early in 1991 psychological requirements for pilots were submitted tothe Flight Crew Licencing Medical Group (FLC MED) of the European Civil Aviation Conference (ECAC) as a draft version. Since that date the formulation of the requirements experienced some changes. They are now adopted as Joint Aviation Regulations JAR-FCL 4-2.23 by FCL MED and read as follows: "(a) The applicant for or holder of a Class I (&#61Commercial) or II (&#61Private) medical certificate shall have no established psychological deficiencies, particularly in operational aptitudes or any relevant personality factor, which is likely to interfere with the safe exercise of the privileges of the applicable license(s). (b) The AMB (&#61Aeromedical Board) shall initiate a psychological evaluation when idicated utilizing the expertise of an approved psychologist. (c) The psychologist shall submit to the AMB a written report detailing his expert opinion and recommenda- tions.".
