Kurzfassung
This paper proposes a methodology that combines proven techniques from business continuity management and resilience concepts, to enhance resilience in critical maritime infrastructure. Initially, a vulnerability analysis process is implemented through the utilization of a Business Impact Analysis (BIA) and a comprehensive risk assessment. BIA detects critical business processes, single points of failure, and the interconnections among these vulnerabilities. The risk assessment identifies and appraises risks. It takes into account both their likelihood of occurrence and their prospective severity. Following the vulnerability analysis, a resilience plan is established in order to define adequate resilience measures. To address the diverse domains of resilience, our strategy is compartmentalized into preventive measures, damage mitigation measures, crisis management, and a restoration plan. In this manner, all distinct stages can be systematically addressed.
