Abstract

The speaker talks about the the new role of remote operator in the context of autonomous navigation in the field of international law of the sea. In general, he tries to answer the question whether a remote operator can be considered a master in the sense of the Law of the Sea Convention. Based on the role of a conventional master, various areas of responsibility are identified that the master has to fulfil. Subsequently, the competences and capacities of a operator were outlined and compared to the identified responsibilities of traditional master. In conclusion, the presenter takes a critical view of the question and states that a remote operator is not able to fulfill all necessary areas of responsibility.
