Abstract
As a third tier city Huainan, a former mining-city with already about 3 million inhabitants, had not the chance and visibility to apply for an international loan to establish a new ITS. With the help of DLRs modules which concern environmental aspects subsumed in the German Innovation Package, the city was able to acquire a project to set up this new ITS (2018-2020). This paper describes the overall project in brief and focusses on the modules developed by DLR, including a traffic and environment information system, Intersection monitoring system, microscopic traffic and traffic emission simulation.
