Kurzfassung
Strategic environmental assessment needs to balance aggregation and level of detail. A tiered approach with a nested set of indicators is proposed here to flexibly adapt to different planning levels. Life cycle analysis can provide for the necessary check of relevance, consistency and completeness. As a result, an inidicator system is built up that presents a transparent and efficient means for decision makers in transport planning in order to ensure an adequate consideration of environmental considerations early in the planning process.
