Kurzfassung
The conceptual paper discusses the applicability of an Air Traffic Arrival Manager (AMAN) to the maritime domain to organize vessel traffic, using the Port of Hamburg as an example. A detailed mapping of the relevant horizons, waypoints and route sections of an AMAN is provided. The resulting MaritimeAMAN focuses its planning on the encounter-relevant area of the port approach, coordinating incoming and outgoing vessels into one conflict-free arrival-departure-stream. The various types of information and data necessary for optimizing the sequence are derived from different sources and shared between all relevant stakeholders, resulting in an up-to-date planning. Applying the AMAN concept to maritime traffic provides enhanced safety, efficiency, and environmental benefits, contributing to a smoother functioning of port and maritime operations while overcoming the limitations of current bilateral agreements between maritime stakeholders.
