Abstract

In the course of recent Single European Sky activities European Commission strives for higher performance in the European air traffic management as a response to the dramatic growth in air travel witnessed in the last two decades. The setup of a performance regulation for national air navigation service provider is one of the key regulatory elements within the legislative framework. By the definition of binding targets on national air navigation service provider in the four key performance areas capacity, cost efficiency, safety and environment, they face significant challenges ahead. These challenges require a reflection on inner-organizational processes and their impact on the air navigation service provider´s performance. The meaning of intra-organizational processes refers to the analyses of capacity and economic related issues as well as their interaction when it comes to total performance assessment. Due to the new focus the number of existing empirical studies on performance analyses of an air navigation service provider is limited. Further research is necessary to comply with the regulations. This paper overcomes this gap by offering a conceptual approach on how to combine capacity related as well as economic related aspects including their interdependencies. The impact of changing traffic flows on the total employment costs of air traffic controller is used to describe the system´s behavior. Findings show significant changes in resulting air traffic controller employment costs depending on the traffic flow and sensitize to the additional costs burden by air navigation service provider due to a heterogeneous traffic flow. Furthermore, the approach offers a valid basis for ongoing performance analyses, e.g. the assessment of financial cost effectiveness.
