This paper addresses the design and evaluation of an efficient resource management strategy with dynamic bandwidth allocation for transmission in the return link of a GEO satellite system with Adaptive Coding and Modulation (ACM) as fade mitigation technique. One possibility for an application in a system similar to DVB-RCS is to assign the Modulation and Coding used for different time-slots in the superframe once at the beginning of transmission and to hold it constant for all subsequent superframes (SF). Dependent on whether all possible ModCods are represented in a SF or only a fraction, policies are defined about which assignment is best in terms of bandwidth efficiency and throughput. Moreover the task of resolving a conflict (in case the capacity within a specific ModCod is insufficient to serve all the requests) has to be investigated. The final paper proposes an architecture which has a very low computational complexity to perform all these tasks. Moreover comparative simulation results on the performance differences of two different conflict resolving strategies are presented.
